6:00 am
>> thanks for providing the basket hoops for us. >> the all american summer concert series, second one is tomorrow featuring parmelee. >> it will be sold out. get a piece of the turf and follow me to radio. >> bill: thanks, guys, good morning to you. the race of the white house revving up now. busy day of campaign events. more contenders expected to jump in the fray in the coming days. this morning ron desantis is in new hampshire, donald trump in iowa and he joins sean hannity later tonight for a fox news town hall. first of the season. more on that coming up in minutes. first we have this. one down, one to go. the bill to suspend the debt ceiling passes the house and now goes to the senate.
6:01 am
i'm bill hemmer, good morning at home. >> dana: good morning. love your color today. >> bill: i called it a road -- >> dana: we talked about a debt ceiling. it wasn't easy, speaker kevin mccarthy has delivered on his promise to pass a bipartisan deal. 314-117. >> it caps spending and delivers big wins for republicans. >> dana: the bill would expedite energy projects. tighten food stamp requirements. cut i.r.s. funding and end the president's freeze on student loans. >> bill: some conservatives are threatening to out mccarthy and progressives weren't happy. the speaker doesn't seem to be phased. >> congress made a lot of promises with this deal that were not met on paper.
6:02 am
i can't remember the last time congress made a promise it could keep. >> people should understand a strong no vote that we had tonight is just as important to the white house and to the president and to people across this country who are saying stand up and fight for us. >> we have a big board from the progressives that say it is a bad deal. we stood up to that. >> don't we all made history. this is the biggest cut and savings this congress has ever voted for. it wasn't an easy fight. i had people on both sides upset. but i was focused on you and i will stay focused on you because i'm waking up tomorrow going after everything we didn't get here today. >> dana: the drama shifts to the senate. chamber needs to pass the bill before monday to avoid america's first default. team fox coverage and reaction from senator chuck grassley there. rich edson is on the campaign trail in iowa and aishah hosni
6:03 am
has us covered on capitol hill. >> that house bill is now here in the senate cooking and getting ready for a possible vote in the next couple of days as early as later tonight. meantime, over in the house, house speaker kevin mccarthy is on cloud nine celebrating this big win not only did he pull the president to the negotiating table when he said he wouldn't do it, he got him to agree to a deal and sold it to the majority of his conference and passed it in a bipartisan fashion. watch. >> this is fabulous. this is one of the best nights i've ever been here. i thought it would be hard and almost impossible just to get to 218. now i found there is a whole new day here. >> the reality is, it has also left a terrible taste in the mouths of 71 republicans who voted no last night. all of these folks had major problems with this deal but a few are now fed up with the
6:04 am
speaker himself. in fact, representative dan bishop and ken buck are floating the idea of filing a motion to vacate the chair. that would set up the process to take the gavel away from mccarthy. >> the people outside the beltway right now are saying $4 trillion is too much. we have to get a new speaker. we'll have a discussion starting next week. >> the vast majority of republicans are sticking with mccarthy for now. if there were to be a motion, we're hearing from at least one democrat who says his party might actually consider the possibility of voting to save the speaker. back here in the senate i'm being told by senate aides that potentially if they can get agreements with some senators who want amendments to the house bill we could see this thing wrapping up as early as later tonight. fingers crossed. >> dana: i'm sure you're ready for it to be over, too. >> bill: iowa senator chuck
6:05 am
grassley, welcome for your time today and good morning to you. you don't love it. will you vote for it? >> yes, i'm going to vote for it. i had meetings last week during our senate recess in iowa in 13 different counties and in those 13 counties, iowans are fed up with the partisanship in washington. they're fed up with talk about possible default of debt because we never have done that. and they want the government to run in a business-like way just like the small businesses and people that come to my town meetings have to run their families or their small business. so we can't shut down the government. there is a lot in this bill that is very good. there is some that's not so good. but it is a compromise and when republicans have just control of one out of three branches of the political branches of government, you have to expect
6:06 am
some compromise and nobody is going to be 100% satisfied with every compromise you get. and just think how bad it would have been if the democrats controlled the house of representatives. we would be spending trillions more than what we will be spending over the next two years with this agreement. >> dana: may i ask you to assess the leadership skills of kevin mccarthy? you have been on the hill for a long time and he is new to the speakership. how has he done? >> i think the numbers speak for themselves better than anything. who will argue with 300 plus vote for this bill and 100 plus against it. it speaks better than anything chuck grassley can say about kevin mccarthy's leadership. he has proven himself to be a leader. >> bill: all right. that would be an endorsement. next topic you talked to christopher wray on the phone yesterday and trying to get a
6:07 am
look at this document. from what i understand, he says you are okay to come to the bureau and look at it. is that the case and is that good enough for you? >> well, it's not good enough for me. we asked for the document a month ago. it has been subpoenaed. we're doing the constitutional job of oversight. i have read that document. if he would read it and it is an unclassified document, he admits it exists and we aren't interested in whether or not the accusations against vice president biden are accurate or not. we are responsible for making sure the f.b.i. does its job and that's what we want to know. >> bill: let me stop you there. you said you read the document, is that right? >> yes. >> bill: what did it say? >> well, i won't characterize it. we'll make it public when they get it delivered to us. if he would read it, he would
6:08 am
know that all the excuses he is giving us that he wants to protect sources and that's important to protect sources, but that's not an issue with this document the way i read it. he ought to come forth. they've got to produce this document. they are up against what the durham report has said about the shortcomings and political bias of the f.b.i. this is just one more example of them not being forthcoming to the public because the public's business ought to be public. and there is no reason for an unclassified document to be held in secret. >> bill: senator, how damning is this document to the city u.s. president. >> i don't know that. >> bill: you've read it. >> let's put it this way, there are accusations in it. but it's not for me to make a judgment about whether these accusations are accurate or not.
6:09 am
it is up to my job to make sure the f.b.i. is doing their job and that's what this is all about as far as i'm concerned. public's business ought to be public. >> dana: james comey, the former f.b.i. director, did an interview yesterday. he really thinks that the republicans -- i think he is including you in this -- is out to get the f.b.i. listen to him here. >> it's really unfortunate the notion that the f.b.i. is some sort of leftist kabul out to get the republicans. it shows you row crazy are times are. the f.b.i. will be fine in the long run. it has become a nutty article of faith that the f.b.i. is out to get republicans. >> dana: your reaction, sir? >> we are not out to get the f.b.i. we are out to change the culture of the f.b.i. at headquarters. the people at the grassroots in iowa and throughout this country doing their job investigating crime, we have no complaints
6:10 am
with them. we have complaints with the fact that there was political bias with the emails of hillary. we have political bias in the hurricane investigation that went on. we have political bias that's been proven by the durham report. and the f.b.i. has to straighten out their house, get it in order. he is trying to tell us that he has made changes since he has been there. maybe he has made some changes but he hasn't made enough changes and just a recent information i got from a whistleblower six months ago using political bias starting an investigation against trump and stopping an investigation against hunter is no longer with the f.b.i. wray is willing to take some action to make some changes when he took tebow off that
6:11 am
investigation job that he had and he needs to do more and producing this unclassified document that he admits exists just turn it over to us and honor the subpoena. honor the constitutional responsibility of congress. he has given information either leaked or directly given of classified documents and maybe even exposing the name of a confidential source to the "new york times." well, he is treating congress like second class citizens compared to the "new york times" and it is just not right. it is unconstitutional, his actions. >> bill: sounds like there is more work to be done. senator, please come back. thank you for your time. >> i'll be with you any time. goodbye. >> dana: the 2024 republican primary field is on the move. former president donald trump is returning to the campaign trail in iowa today. as florida governor ron desantis went to see voters in new
6:12 am
hampshire. rich edson is live in urban dale, iowa, good morning. >> governor desantis is moving on. former president donald trump is moving in. he will be whore to address the west side conservative club not too far from des moines. the former president landed in iowa last night, did a radio show, spoke to a host. he called desantis disloyal for challenging him after he endorsed him for governor of florida in his first election. he said his attacks on desantis are tactical. >> the person that's in second place you go after that person as opposed to a person in eighth or ninth place. i like those people very much. but i have somebody that he has gone down a lot, desantis, or as i call him other things. i won't use that. i will keep it nice. >> trump and desantis focused more on one another since the
6:13 am
governor jumped in the race last week and argued over covid poll syracuse immigration, ethanol, more. trump ends his day in iowa with a town hall sean hannity is hosting. desantis is if new hampshire after spending a couple days in iowa. he had four stops across the state alluding several times to the former president. >> the gop field is growing. mike pence and chris christie will announce their candidacy next week. >> i would like to see us shut down the federal department of
6:14 am
education and send it to states to expand educational freedom for all of our kids. >> bill: pence is returning to iowa next week. sources familiar say he will announce his candidacy in des moines on wednesday. governor chris christie will announce in new hampshire. >> dana: all right. rich edson, thank you. >> bill: need a flow chart soon. is today the today when we find out the fate of president biden's student loan hand-out plan? we might find out next hour. stay tuned. >> dana: growing mystery over a teenager lost at sea. while video is raising questions about his disappearance. >> crime and violence running rampant in oakland, california. this was a scene at a community meeting. >> punching and kicking me and

6:20 am
>> bill: fresh off two days in iowa, ron desantis has arrived in new hampshire. let's drop in. >> it took almost 200 years in this country to develop $4 trillion in debt. it keeps these inflated levels of spending in place that was elevated due to covid.
6:21 am
and then this i.r.s. agents. remember they did 87,000 new i.r.s. agents. it only reduces 2%. this is not a deal to get us on a path to fiscal solvency. in florida we run budget surpluses. we spend money when it is needed. we have to deal with a lot of stuff. i have had to do a lot more on infrastructure. we have all these people moving to florida and so many people visiting florida. we have to take care of our people. we have exploding enrollment in schools because our schools were open so families moved during covid. all these things. we do that but in a way that is responsible and sustainable and in florida, our economy is $1.2 trillion. we would be the 13th largest economy in the world as a separate country. yet with 1.2 trillion as anoveral economy our state debt is $17 billion. the second lowest per capita in
6:22 am
the united states. [applause] so let's have a dose of fiscal and economic sanity in this country. it will make a difference for the average american. the other thing we have to understand with respect to sanity is you can't have every institution in our country going on these ideological joy rides. you cannot have a situation where merit and achievement are trumped by things like identity politics. you should not have to compete in the woke olympics just to get a job or just to get admitted to a school. so in florida we said we're the state where woke goes to die and we have made that a reality and we'll do that for the country. [applause] we also need to work to restore a sense of normalcy throughout american communities. it is not normal to have millions of illegal aliens pouring in across the border, going into communities and first of all, just the stress it takes
6:23 am
on communities with schools and medical, criminal, you do have criminal aliens coming across and so much drugs coming across that tens of thousands of americans are being killed every year. we have a right to insure the sovereignty of our country and we must have a border that is actually meaningful. we also have to have communities where the inmates are not running the asylum, where prosecutors are not refusing to prosecute cases, and where people feel safe to be able to go about their daily lives. that is not true in many major cities in the united states right now and the country is worse off as a result. we have to restore integrity to our institutions. i as mentioned, i'm a navy veteran and in spite of me kind of coming from blue collar roots i worked hard to put myself in a position where i could be financially successful and a lot of great opportunities to make
6:24 am
money as a young man. i never made money before. it was after september 11th and i felt the duty to serve. didn't get anything for it. didn't get my school paid for. just wanted to be able to do my part however i could in a time of conflict that the country had embarked on. you know, i look back on that and i would have made so much more money doing so many other things, but the satisfaction that comes with being able to wear the cloth of your country and serve alongside other patriots, that's a satisfaction money can't buy and i'm proud of the service and i'm proud of everybody who has worn the uniform. [applause] we're proud of our veterans throughout all of history, particularly the veterans that are still with us today. we still have some world war ii. not as many as we did. our korean, vietnam and the more recent veterans from the middle east conflicts. i'm proud of their service and almost all of them are proud.
6:25 am
and yet i have veterans coming up to me -- and this never happened before saying you know, i don't know if i would want my kids or grandkids to serve in the military now given what's going on. i think this administration. it didn't start with him but they put it on steroids are politicizing the military and trying to inject ideology into it and taking the eye off the ball of mission accomplishment. they drove off great warriors by doing policies like a covid shot mandate. you have navy seals who had already had covid, they didn't want to take the shot. they didn't need it and so they are being told you lose your career or you bend the knee. so that drove off warriors. so even at the height of the iraq conflict when i was over in fall -- there we wanted people to sign up. knowing you will get sent to iraq yet they wanted to do it because they believed in this
6:26 am
country and believed in the services. well, now they have a tough time recruiting people. why? people don't want to join a woke military but one with integrity, a military that has its eye on the ball and when you know you are pursuing a common mission that we can all be proud of. we need to restore that in this country and we'll get to doing that very soon when we take office. [applause] we also have to restore integrity to our constitutional system. the founding fathers designed a system with three branches of government, legislative, executive, judicial. they did not design a fourth branch of government an administrative bureaucracies that takes matters into its own hands. some of the most important policy decisions are made not through your elected representatives, but by nameless, faceless bureaucrats in washington, d.c. that is economic and social
6:27 am
transformation without representation and that is not the way the system is designed and we need to get about the business of returning the government to its rightful owners, we the american people. [applause] when you live in a crazy time, it is important to make sure that we're oriented on a strong foundation. that foundation is truth. truth must be our foundation. i don't have a separate truth than you. there is a truth and we have to be locked in on reality and on facts and on the enduring principles that make this country great. common sense can no longer be an uncommon virtue in this country. i was appalled what i saw during covid going on in some of these places around the country. you would literally have somebody running on a beach in california all by themselves like nobody around and you have police chasing them and i am
6:28 am
thinking to myself, what is going on with this country? so we need a dose of common sense. i think the good news is if you look at some of the obstacles, a lot of problems, a lot of pessimism, but a place like florida we have shown it can be done. we chose facts over fear, we chose education over indoctrination. we chose law and order over rioting and disorder. florida held the line when freedom itself hung in the balance. we were not going to let our state descend into some type of fauci dystopia where people's livelihoods were destroyed and freedoms curtailed. no, we stood up to protect people's rights, to protect people's jobs and businesses and to protect our kids right to get an in-person education. you know what? we were better off as a result of that. we chose freedom over fauciism and that was the right thing to do. [applause]
6:29 am
what you find out is you get elected to office and they are all important, but when you are in an executive position you have to be right on policy. we see our president now is wrong on all these policies that is hurting the country. you have to be right on the policy. but that's not enough. you have to exercise leadership. if you are there and you can think right about the policy but not a leader, you are ultimately not going to be effective. during covid it fell to everybody in executive positions to make decisions about how you were going to handle this. i can tell you in florida when we decided that we would chart our own course and buck the elites and buck the bureaucracy, media, left, even some republicans, we faced a lot of blowback for that. we were getting hammered every day. they were going after us and really they were trying to kneecap me for good. i had a lot of supporters at the time like man, i know you feel
6:30 am
strongly about this but you are getting killed and you are not going to be long for this world politically if you keep this up. you may want to reverse course. at the end of the day as a leader, you have to be willing to look in that mirror and be honest with yourself. are you doing the right things for the right reasons or are you not? and if you are curtailing what you think is right because you worry about short term political ramifications that's not leadership. i had to make the decision that and the commitment that i was going to care more about protecting the jobs of the people i represented than protecting my own. if it didn't work out for me politically so be it. that's the cost of leadership. you have to do what's right even in the face of intense criticism, in the face of mountains of opposition, indeed, even if you have to stand all alone to do what's right. that's what we did. you know what happens? i was getting hit. it was a rough patch. but people see you digging in for them and they see you are
6:31 am
not going to back down and that they can count on you. when they know you are willing to fight for them, man, they will walk over broken glass barefoot to support you and what they did for me in the state of florida. [applause] leadership is also not entertainment. it is not about building a brand. it is not about virtue signaling. it is about producing results for the people that you represent. in florida, we have produced those results. we're the nation's fastest growing state. we lead the nation in net migration and every year since i was governor. ranked number one in education by "u.s. news and world report." number one in education freedom. number one in parental involvement in education. our crime rate is at a 50-year low and the second lowest tax and debt per capita anywhere in the united states. and so leadership matters. and we decided as governor that
6:32 am
we would dig in and be an energetic executive and take on issues and go on offense and not just sit back like a potted plant and not get your hands dirty. every decision some people like and some people don't. the fewer decisions you make in some respects the fewer people you will end up alienating. that's not what a leader does. a leader has to do what they think is right and what the state or country needs. here are some of the things we've been able to do in florida. i think it's important. republicans always talk these great games. my whole adult life since president reagan saying they were going to do all these things. how much of it comes to fruition? not nearly as much as we need to. so in the state of florida we've signed legislation prohibiting the purchase of land by the ccp and other related entities. [applause]
6:33 am
we have signed legislation knee capping so-called esg, no social credit scores, no esg in pension. no banking to discriminate against conservatives. when hurricane ian hit florida in -- does anyone here have a place in southwest florida? we have. you realize florida is unique in our country when you start traveling around and i remember i was in the middle of wisconsin. beautiful place but i'm in the middle of wisconsin and a couple ladies saying thank you for what you did during ian. how do you know? we've got an apartment here, condo there. we have great connections around the country. almost a category 5. massive damage including knocking out a bridge going from the mainland to pine island and severing a cause way to sanibel island. those weren't state bridges. we didn't have control over
6:34 am
them. the local folks were telling the residents it will be six months before we get things up and running. you may want to make some accommodations. these folks came to me because they are saying if it's six months our islands will die. we need to get back going. can you help us? i said i'll help you. a lot of people, elected officials the minute you get involved in an issue if it doesn't work out you get blamed for it. a lot of people say it's not a state road. you guys figure it out. no, leadership is about getting things done. we said we'll take it. i brought my guys together and said listen, no bureaucracy, no red tape and no excuses. i want these things back as soon as possible. so we took the job for pine island. instead of taking six months we rebuilt the bridge in three days and sanibel two weeks after that. [applause] now i have offered to president joe biden, because we have a big
6:35 am
problem at the southern border. i will take my florida crew and send them to build the wall if we want to do it, i'll get that done. [applause] but the point of it is we're a can-do executive. don't take no for an answer. figure out a way to get the job done. that's what we did there and we'll continue to do. we don't have an income tax. i think you are the only state probably within 1,000 miles that doesn't have an income tax and you are doing it right and it is better. i think honestly when massachusetts raised tax people just come here and so you end up getting the revenue from their economic activity anyway. you are better off not having it. for sure. so we don't have an income tax. we find out ways, how to do tax relief in ways to help families, particularly in an era of biden inflation? we've enacted 2.7 billion in tax cuts this year including no
6:36 am
sales tax on any item regarding raising a baby, cribbs, strollers, diapers, wipes is tax free. we want to be family friendly. families will now save a lot of money. [applause] my wife and i now have a 6, 5 and 3-year-old. those are things that aren't necessarily in our wheel house anymore. when i became governor we had a 2-year-old and nine month old. my wife said why didn't you do it in 2019? we didn't have biden inflation in 2019. we're happy to do that and enacted universal school choice. every parent has a right to send their kid to the school of their choice. reinherited the most liberal state supreme court anywhere in the country. four liberals, three conservatives. i have now been able to replace three of the liberals and
6:37 am
appoint a total of seven conservative justices. instead of having the most liberal court in the country we have the most constitutionally conservative supreme court in the country. [applause] we join new hampshire in for the filing second amendment rights by enacting constitutional carry legislation. i commend both new hampshire and vermont for standing for the second amendment. we've shown that we're tough on crime. we've done things like insure that criminals are having to post bail. no get rid of bail. we're increasing penalties for fentanyl dealers and we've now authorized the death penalty for pedophiles in the state of florida. [applause] and we support the police. the people that wear the uniform that patrol our streets, we have their back. we don't defund law enforcement. in fact, we have done for three
6:38 am
years in a row now every sworn law enforcement officer and firefighters in florida has gotten a bonus from the state of florida because we appreciate the job they are doing and we stand with them when many other places won't. [applause] one of the reasons we have runaway crime is we've seen the election of so-called progressive prosecutors oftentimes funded with donations from people like george soros and they get into office and they say we are not going to enforce certain laws because we don't like those laws. they give criminals a free pass, crime starts to go through the roof, communities get hollowed out. a total disaster. when we had one of those prosecutors in florida that said he wasn't going to enforce laws in the state of florida that he didn't like, i removed him from his post. he is gone. [applause] we've enacted strong policies to
6:39 am
combat illegal immigration including banning sanctuary cities including sending our national guard to help at the southerner border and even sending illegal aliens to beautiful martha's vineyard. [applause] we signed legislation blocking the implementation of oh central bank digital currency. they'll try to get this jammed. we'll stop it federally when i get in. but be very worried about that. we're the first state in the country to eliminate so-called dei from our public universities. this is something that -- [applause] they say it's diversity, equity and inclusion but it is really ideology they are imposing on people and not just the students but even the professors. they have to take the loyalty oaths that we got rid of in
6:40 am
florida. dei as it is practiced is better categorized as discrimination, exclusion and indoctrination and has no place in our public institutions. [applause] we've led the way on insuring the integrity of our elections. we've banned ballot harvesting. we have voter i.d. and we banned the use of zucker bucks in our state and i think every state should follow suit on that. [applause] we are in florida blocking any attempts by the biden administration to impose this world health organization lockdown treaty on floridians and we'll stop that for americans as well. they want to institutionalize lock downs as pandemic response and we can never let that happen and we won't. [applause] we've signed legislation
6:41 am
insuring medical freedom, no mandates for school children for covid vaccines, no mandates for work, no vaccine passports, no mandates for mnra or any experimental or emergency use vaccine and the first state in the country to ban formally gain-of-function research. that should have been done by the federal government long ago. [applause] we're also taking action to stem the opioid crisis. we do have very stiff penalties for these dealers, especially dealers who are targeting children. if they are lacing things like candy with fentanyl and marketing it to our kids, and they kill our kids, they need to be treated like the murderers they are and spend the rest of their life in prison. [applause] we know we need to fight the supply but that's not enough. we need to fight the demand. the first lady launched an initiative called your facts and your future. where we educate school kids about the dangers of illegal
6:42 am
drug use. not that you should ever use any of this stuff. you could use an illegal drug that would typically not killed you but if laced with fentanyl you could die based off that. so the risk that these kids are taking by indulging in that is far higher than the risk of kids in past generations. we're educating on that and helping to reduce the demand for experimenting with illegal drugs and finally, we're focused on people that are addicted to actually get them on a path to self-sufficient see. we started an opioid response network. instead of having somebody overdose go in the hospital and get put back on the street with no help -- guess what, they'll relapse if that happens. we have interventions where they are offered treatment, counseling, offered a way to be self-sufficient and to manage this addiction. since this program has been in, our relapse rate is less than 10%.
6:43 am
that's something that's very difficult to do. [applause] but of all the things that we've done and gotten our teeth into maybe the most important has been we've drawn a very clear line in the sand in the state of florida and we need to draw that across the country. the purpose of our school system is to educate kids, not to indoctrine nate kids. we have to focus on what's right and the core mission. it is important for me. as governor i understand how important education is to make sure our state is thriving and how important it is for the country. i also see these issues through the lens of a dad of a 6, 5 and 3-year-old. i think when i was growing up kids could go to school and watch cartoons and be kids. you didn't have somebody always trying to impose an agenda and shove an agenda down their throats. now we have a situation where people are really going after the kids. i think that's fundamentally wrong and something that my wife and i have sympathy for other
6:44 am
parents who are raising kids in this environment. we have the responsibility to fight back against that and make sure we are protecting our children. no one has done a better job of standing for kids in florida. i want the first lady of florida to come up, my wife. [laughter] i can tell you, though, if you move quickly you can get slime out of rugs. there are some very nice rugs in the governor's residence, there are some marks that will be there for a long term but it's okay. every governor that goes into the governor's residence always

from that first debate. i do have a question for you because you have said you think donald trump should not be the nominee. but do you think that more candidates getting into the race at this point helps president trump or hurts president trump? if you are deluding that not trump vote. >> well, what i've learned is you can't tell candidates not to get in. folks who want to get in will get in. the discipline is about getting out and not waiting until march or april of next year. come november or december of this year if you aren't polling well get the butt out of the race and narrow it down. more fair to the process. that will be the discipline for the candidates and donor base have to tell their candidates to get out. i think they will. this won't be a repeat of 2016. >> bill: two weeks ago we might agree with that. look what has happened over the past 14 days, right? chris christie will get if next week and you will give us your answer now as to whether or not
